MINSK, 27 December (BelTA) – It is necessary to improve the quality of roads while reducing costs. The opinion was voiced by Mr Boris Batura, Chairman of the Minsk Oblast Executive Committee, at the Committee’s session held on 27 December to discuss the progress in fulfilling the 2006-2015 Belarus Roads program and motorway service development, BelTA has learned. The Minsk Oblast governor said that the high quality of motorways was the primary task for the entire road industry. It is important to distribute resources, reduce the money spent on materials, which account for 70% of the prime cost of road overhaul, remarked Boris Batura. Renewing the fleet of road construction vehicles and automobiles will not do the job on its own, he said. “The application of modern technologies will allow increasing the time between repairs. It is also necessary to rule out untimely pothole repairs. It is important to properly organize labor and use the administrative leverage,” said the governor. Mr Valery Gapanovich, Director General of Minskobldorstroy, the municipal unitary enterprise in charge of designing, repairing, and building roads in Minsk Oblast, said that there are 16,100km of local automobile roads in Minsk Oblast, including over 14,000km of roads with a hard surface and 2,000km of roads with ground coating. As many as 622 bridges are used on local roads. Minskobldorstroy is in charge of operating and maintaining over 4,700km of roads and streets in rural populated communities. With the money available in 2012 current repairs will be performed on 135km of local roads, with 2.3km of roads overhauled and 1.4km of roads built or rebuilt. Due to the lack of funding over 96% of the local roads are operated with the time between repairs exceeding the limit, he said. Boris Batura instructed the Minskobldorstroy Director General to increase the volume of road construction work by using modern technologies and to step up efforts to find additional customers, new markets to sell services, including abroad. In 2013 as much as Br222.2 billion will be spent by the Minsk Oblast budget to implement measures laid down by the 2006-2013 Belarus Roads program. “The money to be allocated by the budget has to be used to do 1.5 times more work instead of complaining about the lack of funds,” concluded Boris Batura.
