In the Minsk region, it is necessary to strengthen work on the
prevention of violations in rural areas. This task was set today by the
chairman of the Minsk Oblast Executive Committee Semyon Shapiro at a
meeting of the executive committee, the BelTA correspondent reports.
According to Semen Shapiro, a significant role in bringing order
and preventing illegal acts in the village belongs to the chairmen of
the village executive committees, heads of agricultural enterprises,
district police inspectors. "An analysis was carried out which revealed
that to date virtually one in three of the heads of farms do not live in
this locality and every day travels 30-40 km only in one direction."
The same is true for most district police inspectors and a significant
The number of chairmen of rural executive committees, which entails
insufficient knowledge of the problems of collectives of enterprises and
villagers, "said the head of the Minsk region.
The principal requirement of the governor is to change this
situation. "The presence of the district inspector, the chairman of the
village executive committee, the head of the economy in the territory
where they work is a huge reserve in the prevention of violations."
Maintenance of law and order is a common task for law enforcement
bodies, executive authorities, enterprises and organizations, and only
consolidation of efforts will allow it to be effectively resolved ", -
Simeon Shapiro is sure.
According to Igor Evseev, head of the Minsk Oblast Department of
Internal Affairs, the analysis of the criminal situation in the Minsk
region in 2016 indicates a decrease in both the total number of
registered crimes (by 0.5%) and criminal investigations (as against
2015) On 0,8%). This was facilitated by the implementation of a
comprehensive program for the prevention of violations. Thus, the number
of applications for crimes decreased, their number decreased in the
sphere of family and household relations, which testifies to the
effectiveness of the preventive work being carried out with those who
abuse alcohol. Disclosure of crimes in 2016 increased by more than 3%.
In addition, the number of crimes uncovered by voluntary squads
increased. Igor Evseev noted a number of other effective measures of the
integrated program. At the same time, the head of the Minsk City
Department of Internal Affairs ascertained that the crime rate in the
region remains the highest in the country. For 10 thousand people there
are 121 crimes. Prevail among them theft.
