Ministry of Environment proposes to discuss the draft decree on the order of cutting down trees in Minsk

The Ministry of Natural Resources and Environmental Protection proposes to discuss the draft decree "On the procedure for the removal of trees in Minsk." Public discussion takes place at the Legal Forum of Belarus, BelTA informs.
The draft decree is designed to minimize the removal of trees in Minsk while ensuring adequate compensation. According to the document, the cutting of trees is not allowed in Minsk, with the exception of some cases: during construction in accordance with project documentation approved in accordance with the procedure established by law, and during the liquidation of an emergency situation and its consequences. In addition, it is allowed to remove dangerous and fallen trees, as well as trees belonging to the species, the distribution and number of which are subject to regulation. An exception is made if trees impede the operation of buildings, structures and other objects or grow within the boundaries of land plots provided to citizens for the construction and maintenance of a dwelling house, maintaining personal subsidiary farming, as well as private ownership to non-state legal entities, foreign ownership international organizations.
Taking into account the fact that cases of cutting down trees in Minsk in large volumes are most often associated with construction, the document stipulates that during the development of project documentation at least 50% of trees growing on a site with a trunk diameter of 4 cm or more at a height of 1.3 should be saved The remaining trees should be replanted or compensated plantings should be made. When developing project documentation for the construction of car parks (parking lots), 100% of the trees on the site should be saved, with the exception of dangerous, fallen or those whose distribution and number is subject to regulation. It is assumed that the decree will not apply to project documentation and acts of selecting the location of the land for construction, approved before the entry into force of the document.
According to the draft decree, compensatory plantings should be carried out in the current or nearest favorable period (from March 16 to May 14 or from October 1 to November 30) predominantly large-sized trees. They need to be planted in areas located at a distance of 200 m from the place of growth of trees to be removed, if they are not subject to building in accordance with the approved project documentation. If there are no conditions for compensatory plantings in these areas, they should be carried out in promising green areas of common use.
