MINSK, 5 January (BelTA) – The access of citizens to Internet resources, including foreign ones, is not restricted in Belarus. Mass media reports claiming that responsibility for visiting foreign websites has been introduced are contrary to the fact, representatives of the Operations and Analysis Center under the President of Belarus told BelTA. The source said that the introduction of administrative responsibility for breaking rules that govern the usage of the national segment of the Internet on 6 January 2012 is meant to fulfill requirements of Belarus president decree No. 60 “Measures to improve the usage of the national segment of the Internet” of 1 February 2010. The measure is supposed to create favorable conditions for Belarusian economic entities, to enable transparent online shopping, to protect interests of Belarusian internet users regarding the information, which distribution is legally prohibited (slave trade, pornography, propaganda of violence, cruelty and so on), to create conditions to protect honor and dignity. The Operations and Analysis Center made it clear: “The legislation does not impede operations of Belarusian economic entities as they work to sell products, render services outside the Republic of Belarus using foreign web resources”. Administrative responsibility may be faced only by corporations and self-employed businessmen, who use Internet resources outside the national segment of the Internet to sell products and render services in Belarus.
