In Belarus, nuances of architectural, urban planning and construction activities have been improved
On 15 May 2025, the Council of Ministers adopted Resolution No. 266 «On improving architectural, urban planning and construction activities». This was reported by BELTA with reference to the National Legal Internet Portal.
In particular, the document approved a regulation that defines the procedure for the adoption of decisions by regional and Minsk city executive committees on permission to place construction projects on the territory of the region and the capital (exceptions are the territory of the Chinese-Belarusian Industrial Park «Great Stone», agricultural lands and forest lands) with a deviation from the approved urban development project of detailed planning on the provided site.
To obtain permission, legal entities or individual entrepreneurs must submit documents to the executive committee for territorial affiliation on the list, which includes, among other things, the architectural and planning concept of the object. To make a decision on a deviation, the concept is submitted for public discussion. After its completion, the architectural and urban planning council of the executive committee draws up a protocol, which is sent to the public discussion commission and the organizer of this discussion, who submits the protocol to the executive committee within three working days.
Having studied the documents, the executive committee makes a decision on permission to place objects with a deviation from the approved urban development project of detailed planning on the provided site or on refusal of such placement. Notification of the decision is sent within four working days from the date of its adoption.
The resolution also defines the composition of works, without which residential buildings can be accepted for operation after changes are made to the design documentation. The list includes eight types of work, including wallpapering, painting walls, ceilings and floors, wall cladding, floor covering and more.
The document was adopted in accordance with the Code on Architectural, Urban Planning and Construction Activities, Presidential Decrees of January 31, 2025 No. 46 «On the Peculiarities of Construction and Acceptance of Facilities into Operation» and of March 31, 2025 No. 130 «On Amending Decrees of the President of the Republic of Belarus».
The resolution does not apply to purchases if procurement procedures were initiated before its entry into force. Resolution No. 266 came into force on June 6.
