The House of Representatives of the National Assembly of Belarus needs to bring all laws in line with the new Constitution in 2022-2023, Chairman of the House of Representatives Vladimir Andreichenko told reporters after he met with Belarusian President Aleksandr Lukashenko, BelTA has learned.

According to him, in connection with the adoption of the new Constitution, the House of Representatives plans to discuss 90 bills, of which eight have already passed the first reading, and 17 have passed the second reading. “We should complete this work by 1 January 2024, so that we will be able to hold elections to the House of Representatives combined with elections to local councils on 25 February 2024 and convene the Belarusian People's Congress within the subsequent 60 days,” Vladimir Andreichenko said.

According to him, during the last session the MPs considered 60 issues. “The forthcoming 9th session will be just as intensive. A very broad range of issues is to be discussed. This includes bringing legislation in line with the Constitution and dealing with a number of economic issues, and redistributing powers between state bodies,” Vladimir Andreichenko noted.

The parliamentarians will need to maintain momentum, and this is what the head of state demanded during his meeting with the chairman of the House of Representatives.

“Particular attention will be paid to the development of new bills, such as the bills on the Belarusian People's Congress, civil society, amendments and additions to the Civil Code. This work is already underway. One variant of the bill on the Belarusian People's Congress has already been prepared, it is undergoing approval procedures. I think after consideration by the president this bill will pass the first reading in September,” Vladimir Andreichenko informed.

According to him, the head of state also wanted the comprehensive discussion of these bills and told the MPs to make sure that they “make use of the good tradition of people's lawmaking, like it was during the discussion of the new Constitution draft”.

Belarus and Russia have made great progress in integration, Russia's SVR Director Sergey Naryshkin told the media following a joint meeting of Belarus' KGB and the Foreign Intelligence Service (SVR) of Russia in Moscow on 7 July, BelTA has learned.

"Indeed, in recent years we have made great progress in advancing the integration, strengthening the Union State, and promoting cooperation between literally all ministries and departments," Sergey Naryshkin said.

"This is the key to strengthening the security of our states and citizens of Belarus and Russia," he stressed.

Speaking about joint effort to fight back against Western sanctions, Sergey Naryshkin noted that one of the main tools is integration."If we talk about our joint work, including the joint work of the special services of Belarus and Russia, and in principle the joint work of our states, then we believe that a strong response to the aggression from Western countries and NATO is our interaction, even deeper integration within the framework of the Union State, strengthening our positions in all avenues: military-political, economic, trade, cultural," Sergey Naryshkin said.

"Civil society, business all ministries and departments without exception, including special services, contribute tp the work to strengthen integration processes," he added.

Two aircraft of the Emergencies Ministry of Belarus are helping suppress forest fires near the Turkish cities of Izmir and Antalya, BelTA learned from the Emergencies Ministry of Belarus.

Two Mi-8 helicopters with water discharge devices remain on duty in Turkey. “Aviation can help detect wildfires at an early stage and quickly eliminate them, thus minimizing the repercussions,” the Emergencies Ministry noted.

Belarusian pilots from the Emergencies Ministry participated in the wildfire suppression effort in the Marmaris region this year. The fire affected more than 400 hectares.

All in all, since the beginning of their mission, Belarusian pilots have made 78 sorties with a total flight time of 140 hours, more than 370 water discharges have been made.

By the way, Belarusian rescuers have been helping other countries facing emergency situations for almost 15 years. Thus, Emergencies Ministry aircraft helped put out forest fires in Greece, Russia, Latvia and Georgia, and also helped residents of Serbia affected by the flood.

The National Academy of Sciences of Belarus (NASB) and the Russian national research center Kurchatov Institute intend to step up cooperation in key areas of science, representatives of the National Academy of Sciences of Belarus told BelTA.

For the sake of more effective interaction and for the sake of getting Belarusian research organizations involved in research the Kurchatov Institute has opened a representative office at premises of the Physical-Technical Institute of the National Academy of Sciences of Belarus in Minsk. Several labs are located there. The materials science lab will work directly with the Physical-Technical Institute. “What we do is similar. We are interested in various materials. Apart from that, the Physical-Technical Institute is interested in the modernization of particle accelerators of the Kurchatov Institute,” Director of the Physical-Technical Institute Vitaly Zalessky said.

Genetic research is one of the avenues of cooperation between the National Academy of Sciences of Belarus and the Kurchatov Institute. “We are preparing a joint project concerning microbiome of plants, animals, and soil. Belarusian microbiologists and geneticists will participate in it. The project's implementation is supposed to begin next year. It is designed to run for three years. It will be fundamental research,” said Director of the Institute of Genetics and Cytology of the National Academy of Sciences of Belarus Ruslan Sheiko.

Last year the National Academy of Sciences of Belarus and the Kurchatov Institute signed a roadmap designed to guide cooperation in the period till 2030. The roadmap provides for joint and equal participation in the creation and use of a megascience class scientific research structure. The roadmap lists over 40 events and projects, including in nuclear energy, nuclear medicine, and development of unmanned aerial vehicles.

The Russian national research center Kurchatov Institute is one of the world's top scientific research institutions. In the 20th century it was instrumental to national security and the development of strategic areas, including the development and creation of nuclear weapons, nuclear-driven underwater and surface fleets, nuclear energy industry. At present the Kurchatov Institute boasts a unique research infrastructure. It carries out research and development in a broad range of areas of modern science and technology, including power engineering, convergent NBICS technologies, particle physics, high-tech healthcare, and information technologies.

Air China is set to resume its service to Minsk on 1 July, BelTA learned from Minsk National Airport.

Flights from the Belarusian capital to China will be operated on Fridays. Airbus A-330 will arrived at Minsk Airport at 17.25, with return flight scheduled for 19.35.

According to Minsk National Airport, before the hiatus the flight took place on 25 March.

The interregional cooperation between Belarus and Russia is taking on new significance in today's conditions, Chair of the Council of the Republic of the National Assembly Natalya Kochanova said at the plenary session “The role of interregional cooperation in deepening the Union State integration processes” at the 9th Forum of Regions of Belarus and Russia in Grodno on 1 July, BelTA has learned.

“Over the past years, the forum has become one of the landmark events in the two countries. It always arouses the genuine interest of our fraternal peoples. It helps build human contacts based on mutual respect and trust, and promote a civilized interstate dialogue. In modern conditions, the interregional cooperation between our countries is taking on new significance,” Natalya Kochanova said.

According to her, the meetings of the Forum of Regions of Belarus and Russia are traditionally candid, friendly, and result-oriented and, what is very important, highly efficient.

Numerous successful projects in the economy, social, humanitarian and other spheres suggest that the forum is very relevant, the speaker noted.

An agreement to open two new technology and innovation support centers was signed in Grodno, BelTA has learned.

The centers will operate at Yanka Kupala Grodno State University and Grodno State Agrarian University. “Quite a number of technology and innovation support centers have opened in Belarus recently. Two new ones will be launched in Grodno. These are very convenient platforms for supporting people engaged in creative activities and inventions,” said Armen Azizyan, Vice-President of the Eurasian Patent Office of the Eurasian Patent Organization.

“Such centers should open at all universities of the country. This is a good tool to promote innovations that the country needs. We know that the future belongs to new technologies and ideas. For example, a center for innovative technologies opened at Grodno State Agrarian University last year. Now agricultural universities have four laboratories, three of them are run by our university. The three laboratories include a center for innovative technologies, this is a think tank generating the most advanced ideas. For example, the DNA technology center has become so widely incorporated into the manufacturing process that it now hosts teachers and students from a number of Russian universities for training. The embryo transfer center also runs courses where Russians learn new methods. And, of course, we are working together to update this process,” Rector of Grodno State Agrarian University Vitold Pestis said.

Vice-Rector for Science at Yanka Kupala Grodno State University Andrei Pronevich noted: “Starting from 2018, the university has been participating in the pilot project of the Education Ministry of Belarus University 3.0. Education, science and entrepreneurship are very closely interrelated. Innovative receptivity is one of the cornerstone principles of the development strategy of our university. We pay great attention to improving innovative entrepreneurial competencies of our teachers. Each student of our university attends an entrepreneurship course, has the opportunity to join the school of startups and projects in order to later showcase their skills and competencies at the InNaStart contest. We hold two such competitions annually and the number of applicants stands around 100. This bears fruit: 11 resident companies of the science and technology park of our university are our employees and students,” he said.

The agreement to open two technology and innovation support centers at Yanka Kupala Grodno State University and Grodno State Agrarian University was signed on the sidelines of the seminar “Development of a network of technology and innovation support centers in Belarus. Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of Uzbekistan Leonid Marinich took part in the solemn ceremony of presenting diplomas to the first graduates of the Uzbekistan-Belarus faculty Innovative Pedagogy at Nizami Tashkent State Pedagogical University, BelTA learned from the Belarusian embassy in Uzbekistan.

Addressing the graduates, Leonid Marinich noted that the establishment of the faculty was the result of strong partnerships and successful cooperation between Tashkent State Pedagogical University and Belarusian State Pedagogical University. The ambassador emphasized that every year Belarusian universities welcome thousands of foreign students. Among them there are many young people from Uzbekistan.

According to the diplomat, the example of the joint faculty demonstrates that Belarus' relations with Uzbekistan can be even closer, and training in joint programs more accessible. “I think that Belarus has now become closer and more understandable to you, and you were able to discover something about it, find new friends. We see real, sincere friends of Belarus in you,” Leonid Marinich said addressing the graduates.

He also noted that cooperation between the universities of the two countries is an important factor in the efforts to promote Belarus-Uzbekistan humanitarian ties.

The graduation ceremony was also attended by teachers and curators of the joint project from Belarusian State Pedagogical University, representatives of the Belarusian diaspora in Uzbekistan.

The Uzbekistan-Belarus faculty Innovative Pedagogy opened at Tashkent State Pedagogical University in 2018 as part of a cooperation agreement between Belarusian State Pedagogical University and Tashkent State Pedagogical University. The joint faculty provides training based on the 3+1 formula in speech therapy, psychology and preschool education. Graduates receive two diplomas.

The Collective Security Treaty Organization countries intend to stage a technical drill in the area of cyber security, CSTO Press Secretary Vladimir Zainetdinov told BelTA after a session of the Council of the CSTO Computer Incident Response Coordination and Consultation Center took place on 23-24 June. Delegations representing the relevant national agencies took part in it.

Members of the council discussed the concept and preparations for the forthcoming technical drill in cyber security, which is scheduled to take place in H2 2022. They shared positive experience of ensuring the protection of national critical information infrastructure installations against cyber threats. They also shared information about computer incidents in information spaces of the CSTO member states and information and analysis materials provided by national contact points.

Members of the council discussed current threats to cyber security such as phishing and Distributed Denial-of-Service (DDoS) attacks. They compared the current situation to last year's. The importance of further development of information interaction in detecting, preventing, and alleviating consequences of computer attacks and in responding to computer incidents was stressed.

Participants of the session looked into the essence of attacks. They noted it is important to raise the awareness of users about cyber security matters. Information about national approaches to counteracting the operation of phishing resources was shared. Members of the council also discussed the measures needed to fight bot networks. Importance of cooperation with telecommunication companies was stressed. National approaches and practices used by the CSTO member states were reviewed.

The session was hosted by Armenia. Members of the council were made familiar with a software and hardware complex used to counteract cyber attacks through the example of an Armenian facility, which is part of the national critical information infrastructure and has been upgraded this year.
